WWW Irkutsk is dedicated to the city of Irkutsk and the area of Baikal Lake in Siberia, Russia. The main goal of the site is to give a complex and sophisticated view on this area, free of superstition, political prejudices or journalist stamps. The target audience of the site is the general public worldwide, in particular tourists, businesspeople, investors, government institutions, politicians, expatriates, as well as the local community. The main goal of the authors is to provide maximum information about the city and region. The design of the site is kept simple to make the information easy to navigate.

The chef editor and webmaster of WWW Irkutsk is Fedor Babanine. There are several permanent and occasional authors who contribute articles from time to time. WWW Irkutsk is not affiliated with any administrative entity or political party and it maintains a deliberately neutral and informed position. History

WWW Irkutsk was established in September 1995. The number of hits has now reached 30000 per month.
The server is linked to about 400 pages worldwide and has been evaluated by Lycos as a site 100% relevant to Irkutsk.
The site took part in the organization of the Irkutsk Friend's Meeting and in the organization of a free English course for the children of Irkutsk.
It also accepted several students, amongst them some from other countries, for practical placements.
WWW Irkutsk established communication services, thus giving people the ability to reach each other easily, even to communicate without the help of the telephone.
It is the biggest Internet provider in Irkutsk, serving up to 50% of the local Internet connections.

The server was reviewed in the book: "Internet Yellow Pages", and is a member of the Association of Russian City Webservers.
A special programme of Radio Liberty was dedicated to the WWW Irkutsk server and the Irkutsk Computer Centre, whose work was described as invaluable for the city as well as the private lives of individuals.
It is a member of the Friends and Partners programme and is mirrored on their server.
Irkutsk Computer Center received a grant from the Eurasia Foundation for connecting the local Non-Governmental-Organizations (NGOs).
The server attracts about one visitor per week who makes the decision to come to Irkutsk and the Baikal area after having visited WWW Irkutsk (according to our evaluations).
