I stayed in Sun Hotel in Irkutsk last winter. Very western-like clean and efficient service. All staff speaking English, air conditioning, english, german, spanish, french TV channels, huge room. The price is indeed lower to compare to similar level in Europe. Good for a break before adventures :-)
